Border management Programme in Central Asia (Phase 6)

The overall objectives of the BOMCA 6 Programme are:

  • To encourage Central Asian states to adopt the principles and practices of a European integrated Border Management approach;
  • To contribute to the facilitation of legitimate trade and transit;
  • To reduce the illicit movement of goods and people.

The specific objectives of this phase of the Programme are:

  • Institutional Reform in Kazakhstan, Kyrgyzstan, and Tajikistan;
  • Strengthening Training Capacities in Central Asia;
  • Strengthening Infrastructure Capacities Along Trade and Transit Corridors in Central Asia;
  • Assisting Tajikistan in securing the Tajik- Afghan Border in Gorno- Badakhsan.

Planned outputs:

  • Detailed and costed border management strategies prepared with and for the Governments of Kyrgyzstan & Tajikistan;
  • Agreement by Kazakh authorities to begin reform of their border management print;
  • Two international donor conferences on border management conducted;
  • IBM Handbook for Central Asia endorsed by the European Commission and used by the CA governments;
  • Senior Border and Customs Commanders familiarized with concepts and practices of European IBM approach;
  • local Border and Customs trainers trained on IBM methodologies;
  • Construction of Kyrgyz Dog Training Center completed;
  • Fifty dogs and dog handlers trained for work on CA borders;
  • Long term inter agency strategy for drug detecting dogs implemented in Tajikistan;
  • Three Border Crossing Points along trade corridors modernized;
  • Border Agency staff trained and working more efficiently at modernized BCPs;
  • Three Border Outposts renovated and equipped along the Tajik-Afghan Border;
  • Effectiveness and efficiency of European IBM methods demonstrated to all Central Asian Governments.
