Border Management Programme in Central Asia (Phase 5)

The overall objective of the BOMCA 5 Programme is to facilitate the licit flow of persons and goods over Central Asian borders and to increase security in Central Asia.

The specific goals of the Programme are:

·         to reinforce training capacities in Turkmenistan

·         to implement general training and introduction to IBM for border staff in Central Asian countries

·         to reinforce border management capabilities in three pilot zones (Kyrgyzstan-Uzbekistan, Uzbekistan-Turkmenistan and Kyrgyzstan-Kazakhstan)

·         to strengthen regional cooperation and donor coordination


Planned outputs:

·         Training facilities reinforced in Turkmenistan

·         200 border agency staff trained in each pilot region

·         40 border staff trained in IBM

·         Border infrastructure renovated in each pilot region

·         Border security equipment delivered in each pilot region

·         Border dialogue enhanced in each pilot region

·         Enhanced and strengthened cooperation at regional level and coordinated efforts of different donors in each country
